Recommending full registration to an inexperienced teacher 

Applicants who have not taught for at least 80 days as a qualified teacher prior to registering are granted provisional registration as an inexperienced teacher.  This would include all recent recent graduates to the profession. Provisional registration is granted for a period of two years.

To become fully registered, these teachers are required to demonstrate through an evidence-based process that they meet the standards of professional practice (PDF - 1.5 MB), and that they have accumulated at least 80 days of teaching.

As part of its responsibility to support provisionally registered teachers seeking full registration, the Institute provides a range of professional development programs for teachers across Victoria. Principals, as significant educational leaders, play a critical role in this support process.

The leadership shown by Victorian principals enables:

  • the development of effective programs
  • the establishment of leadership positions to support mentoring
  • the careful management of the welfare of teachers entering the profession.

The role of principals in establishing recommendation panels enables the support process to culminate in recommendations for full registration.

The Institute supports principals in their leadership of induction, mentoring and support by providing a series of seminars and briefings across Victoria.

Complete a school recommendation report

Teachers applying for full registration need to satisfy the profession that they have achieved the standards for professional practice expected of a registered teacher.  The standard required is described in the Guide to Competent Practice (PDF - 2.2 MB). The Guide describes practice which is competent when referenced against the standards of professional practice. The Guide also provides a description of practice which requires further development.

Teachers should use the Form C - Application for Full Registration for Teachers who are Provisionally Registered (PDF - 264 KB) when applying for full registration.

Principals must make sure that section 3 of the application form is completed.  Applicants should complete sections 1, 2 and 4 of the application form and attach a Recommendation Report completed by their principal (or a delegate of the principal), and forward to the Victorian Institute of Teaching.

Required evidence

The Recommendation Report will identify where the Standards of Professional Practice for Full Registration are evident in the documentation complied by a provisionally registered teacher.
